Експерти Ради Європи з конституційного права заявляють, що референдум щодо приєднання Криму до Росії, який має відбутись на півострові 16 березня, є нелегітимним. Як повідомляє Deutsche Welle, Венеціанська комісія мотивує свій висновок тим, що можливість проведення такого референдуму не передбачена ні українською, ні кримською Конституціями.
Експерти вказують на той факт, що умови для проведення даного референдуму не відповідають демократичним стандартам.
Голова Ради Європи − міністр закордонних справ Австрії Себастьян Курц сьогодні, 15 березня, повідомив, що офіційний висновок Європейської комісії за демократію через право буде опублікований 21-22 березня.
Він відзначив, що «у прямій демократії, звичайно, немає нічого поганого, однак і вона вимагає правової та демократичної основи». Нагадавши про те, що голосування у Криму відбуватиметься в атмосфері погроз, Курц констатував, що у даному випадку такої основи, вочевидь, не існує.
Верховна Рада Криму 6 березня ухвалила рішення приєднати Крим до РФ і винесла на референдум 16 березня два альтернативні питання: 1) Ви за возз`єднання Криму з Росією на правах суб`єкта Російської Федерації? 2) Ви за відновлення дії Конституції Республіки Крим 1992 року і за статус Криму як частини України?
14 березня Конституційний суд України визнав неконституційним рішення кримського парламенту про проведення референдуму. Сьогодні, 15 березня, Верховна Рада України достроково припинила повноваження парламенту Криму.
