На папері форматом А4 "виборцям", яким, зокрема в окупованих районах Луганської області, обіцяють соціальні виплати вже з понеділка, пропонують поставити галочку навпроти одного з "кандидатів".

Наприклад, в одному "бюлетені" до "Народної ради ДНР" можна обрати між громадськими організаціями "Донецька республіка" і"Вільний Донбас". Також люди під дулами автоматників, які стоять біля так званих дільниць, "обирають" і ватажка терористичної організації, одним з яких є Олександр Захарченко.
