Спостерігачі КВУ повідомляють про низький рівень підготовки членів виборчих комісій та неналежне матеріально-технічне забезпечення.
Зокрема, в низці регіонів спостерігається неналежна якість кабінок для голосування, внаслідок чого члени комісій часто змушені самостійно і нашвидкоруч їх ремонтувати за допомогою скотча та підручних матеріалів. А на дільниці №680470 в с. Врублівці для оперативного ремонту використали частини портретів Леніна, які знайшли на горищі школи. Окрім цього на зазначеній дільниці члени ДВК отримали посібники для членів комісій лише 20 липня та не пройшли відповідного навчання.
На дільниці №531169 (ОВО №145, Полтава) голова комісії роздав всі без винятку бюлетені на столи членів виборчих комісій, які розписалися за вручену кількість бюлетенів. Згодом з’ясувалося, що не було відкладено 8 бюлетенів, призначених для голосування виборців за місцем їх перебування (так зване голосування на дому). Після того як голова намагався відібрати повторно бюлетені у членів комісій на дільниці виникла конфліктна ситуація, що супроводжувалася взаємними звинуваченнями.
На Кіровоградщині в ОВО №100 (дільниця №350253, с. Веселівка) мала місце спроба видати бюлетень особі без паспорту. Виборець намагався отримати бюлетень за пенсійним або водійським посвідченням. Схожа ситуація мала місце в ОВО №190 (дільниця №681265, с. Чотирбоки), де комісія видала особі бюлетень без пред’явлення належного документу.
В ОВК №198 (місто Сміла) новопризначений голова комісії заборонив проведення фото та відеозйомки. Після тривалих перемовин із представниками штабів кандидатів проведення відеозйомки дозволили.
