Таку інформацію поширили відомі російські пропагандисти. На їхню думку, на вулиці Володимирській у Києві розташовані офіси Служби безпеки України та Президента України, а також Верховна Рада України. Нібито саме туди влучили російські ракети.

Пропагандисти сплутали купол Київського міського будинку учителя з куполом Верховної Ради, яка насправді розташована в іншому місці.

Пропагандистам вигідно поширювати тези про те, що вони потрапили у ціль – у приміщення органів державної влади, щоб залякати українців, мовляв, зробили державу недієздатною.
