Депутат Заксобрания Петербурга Андрей Анохин стал автором законопроекта, которым предлагается предоставлять доступ в соцсети для россиян только через сайт Госуслуг.

Документ носит громкое название "О защите граждан от негативного воздействия сетевых сообществ в сети Интернет, причиняющего вред здоровью и развитию человека", сообщает Новое время

"В настоящее время назрела необходимость защиты граждан от угрозы неадекватного восприятия действительности из-за перехода от реального общения к общению в социальных сетях и иных сетевых сообществах в сети Интернет", — говорится в опубликованной депутатом пояснительной записке к законопроекту.

Согласно законодательной инициативе, доступ гражданам в соцсети предлагается предоставлять только после регистрации на сайте Госуслуг и не более чем на три часа в день суммарного времени. Несовершеннолетним депутат Анохин предлагает запретить доступ в соцсети из образовательных, медицинских и иных организаций.

"Участились случаи использования сетевых сообществ в противоправных целях, особенно с использованием возможностей разрушительного воздействия виртуального общения на психику несовершеннолетних. Условием такой противоправной деятельности становится анонимность участников сетевых сообществ в сети Интернет", — подчеркивает депутат Анохин.

По мнению некоторых экспертов, самым важным в документе является попытка борьбы с анонимностью в интернете. В частности, для регистрации на сайте госуслуг в России требуются паспортные данные.

"На мой взгляд, три часа - побочный продукт, и не факт, что его можно реализовать технически. Ключевая идея законопроекта — заставить всех пользователей соцсетей регистрироваться на сайте госуслуг, а трогательная забота о физическом и моральном здоровье подрастающего поколения – просто повод", - подчеркивает журналист портала mobile-review.com Сергей Потресов. 

Ранее НВ сообщало, что 3 мая, министр связи и массовых коммуникаций РФ Николай Никифоров заявил, что не исключает возможности блокировки в стране мессенджера Viber. Министр четко дал понять, что это произойдет, если Viber пойдет по тому же пути, что и Telegram. Иными словами, если у ФСБ возникнут проблемы с получением ключей шифрования от мессенджера.
