Як зазначається на сайті міністерства, така «гаряча лінія» покликана «зробити життя кожного безпечніше і чистіше». Після аналізу повідомлень користувачів матеріали, що містять ознаки порушення закону, передаються в прокуратуру, міністерство внутрішніх справ, федеральну службу безпеки по Дагестану. Далі правоохоронні органи проводять блокування матеріалів, порушують кримінальні справи.

Прикладом такого контенту наводять заклик «Бий невірних!» у мережі, називаючи це релігійною нетерпимістю. Отримати смартфони від російського відомства зможуть ті, хто доноситиме найбільше.

На сайті немає регламенту конкурсу, який описував би всі критерії визначення переможців. Крім того, в конкурсі можна брати участь анонімно, вказавши тільки пошту, тому не зовсім зрозуміло, як переможець і призери отримають свої подарунки.

Російський депутат Дмитро Гудков не оцінив ідею міністерства і написав, що доноси — не найкращий спосіб отримати смартфон.
