На сайте ошибок и фальсификации в научных исследованиях опубликовали информацию о плагиате в монографии в соавторстве ректора Черниговского НТУ и кандидата в министры образования Сергея Шкарлета.

Автор статьи, Виктор Садовый, утверждает, что в монографии "Финансовые инструменты государственной политики экономического развития в Украине" (С. М. Шкарлет, В. Г. Маргасова, О. М. Коркоц, Ю. В. Ружицький) есть "заимствованные" части текста из статьи под авторством Татьяны Бугай "Методичные подходы к оценке эффективности бюджетного процесса в Украине". Статья была выпущена на три года ранее, чем монография. 

"Этой статьи кандидата экономических наук, доцента кафедры налогового и таможенного дела Нацуниверситета государственной налоговой службы Татьяны Бугай в списке литературы монографии Шкарлета нет", - сообщил Садовый.

Также в монографии есть таблица показателей эффективности бюджетной политики, которая идентична таблицы из статьи. 

"В три раза больший по объему текст позаимствован из статьи Оксаны Апаровой "Финансовые инструменты государственной политики экономического развития: европейский опыт" - это почти вся статья переписана. И, понятно, ссылки на нее в монографии нет", - добавил Садовый. 

Напомним, что профильный комитет Верховной Рады проводит собеседование с ректором Черниговского национального технологического университета Сергеем Шкарлетом, претендующим на должность министра образования и науки.

В 2013 году экс-министр образования и науки Дмитрий Табачник вручил Шкарлету нагрудный знак и удостоверение "Заслуженный деятель науки и техники Украины".

В 2010 году Шкарлет баллотировался в Черниговский облсовет от "Партии регионов". Тогда в интервью он говорил, что поддерживал экс-президента Виктора Януковича.
