Инициировал проект немецкий Гете-Институт, чтобы привлечь внимание к проблемам культурной жизни на периферии. Главный референт культурных проектов Гете-Института в Украине Фридерике Мьошель утверждает, что ситуация, когда культурная жизнь сконцентрирована в нескольких крупных городах, является типичной для восточноевропейских стран. Однако мировые тенденции сейчас заключаются в децентрализации культуры.

Реакция на такую ​​акцию была неоднозначной. Участник проекта «Культурно-образовательная академия» Ярослав Минкин рассказал: «У людей, которые живут в маленьких городках, такой дефицит культурных продуктов, что они отчаянно хватаются за любую возможность. В Жмеринке, когда люди увидели афиши, они сразу стали спрашивать, где купить билет, даже не осознав, что это фейк. Возможно, для кого-то это станет стимулом открыть балетный кружок или создать любительскую труппу в местном театре».

Организаторы утверждают, что процесс децентрализации культуры позволит повысить культурный уровень страны в целом и повлиять на развитие маленьких городков.
