Міністерство зв'язку і масових комунікацій Росії (Мінкомзв’язку) розробило поправки до закону «Про зв'язок», за якими під контроль державі передаються основні елементи інфраструктури російської частини мережі, пише Media Sapiens

Міністерство пропонує доповнити закон «Про зв'язок» статтею про регулювання російського сегмента інтернету, повідомляє газета «Ведомости».

Поправки вводять поняття так званої критичної інфраструктури інтернету. Вона складається з національної доменної зони, системи точок обміну трафіком і так званої державної інформаційної системи забезпечення цілісності, стійкості і безпеки функціонування російської частини мережі. Ця система повинна зберігати інформацію про автономні системи, IP-адреси і точки обміну трафіком.

Законними власниками точок обміну трафіком зможуть бути виключно російські юридичні особи. Згодом їх співвласниками можуть ставати і іноземці, але так, щоб їхня частка не перевищувала 20%. Також планується ліцензувати ці точки обміну трафіком.

Адміністратором національної доменної зони верхнього рівня (.RU і .РФ), згідно з законопроектом, може бути тільки російська юридична особа, заснована Мінкомзв'язку. Міністерство запропонувало фінансувати нового адміністратора з відрахувань операторів зв'язку, які щорічно направляють в резерв універсального обслуговування 1,2% доходу.

Ці поправки обговорювалися 18 серпня на нараді у заступника міністра зв'язку Олексія Соколова, у якій брали участь також радник президента Росії Герман Клименко і менеджери державного «Ростелекома».

Зараз російськими національними доменами управляє Координаційний центр національного домену мережі інтернет (КЦ), його повноваження можуть отримати «Ростелеком», НДІ «Схід», «Діпрозв'язок» або НДІ радіо. 18 серпня газета «Комерсант» повідомила про плани Мінкомзв'язку передати контроль над доменами .RU і .РФ одній з державних структур.

Нагадуємо, раніше колишній співробітник Агентства національної безпеки США (АНБ) Едвард Сноуден заявив, що кібератака на сайт АНБ була організована російськими хакерами.

Також нагадуємо, що Росія заблокувала український електронний архів з документами ХХ століття. Роскомнагляд вважає архівні документи часів Другої світової екстремістськими матеріалами.
