18 декабря Навальный уже оповестил ЦИК о намерении выдвинуться в президенты. По правилам, как самовыдвиженец Навальный должен создать группу избирателей числом не меньше 500 человек и сказать ЦИКу, когда и где пройдет собрание с этой группой. После собрания оппозиционер должен будет открыть избирательный фонд для финансирования кампании и начать собирать нужные ему 300 тысяч подписей.

«Для большей гарантии» Навальный намерен собрать 20 таких групп в разных городах: в Москве, Санкт-Петербурге, Нижнем Новгороде, Екатеринбурге, Волгограде, Самаре, Ростове-на-Дону и других.

В России у Навального есть судимость по тяжкой статье («дело Кировлеса»), что не позволяет ему участвовать в выборах. Сам оппозиционер считает, что Конституция разрешает ему выдвигаться. Однако по мнению главы ЦИКа Эллы Памфиловой, Навальный трактует Основной закон неверно и он сможет баллотироваться не раньше 2028 года.
