Ще в перший день виборів глава Євроради Шарль Мішель привітав Путіна з «перемогою», натякнувши, що вибір замість людей влада вже зробила. 

 
Президент України Володимир Зеленський наголосив, що жодної легітимності в цьому процесі не було: "Цей діяч має закінчити на лаві підсудних у Гаазі — саме це ми маємо забезпечити. Усі у світі, хто цінує життя й порядність".
 
Про те, що голосування сфальсифіковане заявив також глава МЗС Великої Британії Девід Кемерон. До нього приєдналися німецькі колеги Німеччини. У Польщі особливо розкритикували проведення виборів на ТОТ України:
Польща послідовно та рішуче засуджує подібні дії.
 
У Чехії також не визнали правомірність голосування на Росії та на ТОТ — вважають його недемократичним та непрозорим.
Окупація територій порушує незалежність, суверенітет та територіальну цілісність України відповідно до Статуту ООН та принципів міжнародного права. 
 
Представник Ради нацбезпеки Білого дому Джон Кірбі заявив, що вибори на Росії не є ані вільними, ані справедливими, зважаючи на те, як Путін ув'язнює політичних опонентів і не дозволяє іншим балотуватися проти нього.
