На видео, снятом в освобожденной от террористов Попасной Луганской области, Москаль вступил в словесную перепалку с местным жителем, который, как следует из контекста, участвовал в референдуме о создании так называемой "ЛНР". Мужчина выкрикивает в адрес Москаля претензии по поводу разрушенного жилья, на что губернатор отвечает, что "не надо мне здесь истерику устраивать".
Автор видео отметил, что "Москаль действительно идеальная кандидатура для условий работы в городах, где местное просепараченное население, пронизанное российской пропагандой, уже не способно адекватно воспринимать окружающую обстановку и нуждается в радикальных методах лечения от вируса "путинской чумы".
