Однак це голосування юридичної сили не має. Буде так, як вирішить Конгрес США.
 
Пуерто-Рико визнане територією США з 1898 року. Як і в інших штатах США, у Пуерто-Рико є місцева конституція, яка діє з 1952 року, у його громадян з 1917 року є американський паспорт, але пуерториканці не можуть вибирати президента і в Конгресі представлені тільки одним їхнім представником, у якого обмежене право голосу.
 
До цього стало відомо, що Білий дім пообіцяв Пуерто-Рико рекордні $ 13 мільярдів.
