За даними американської влади, через нього росіяни намагаються втрутитися у президентські вибори у США. Дані про це опубліковані на сайті програми «Винагорода за допомогу правосудді» Держдепартаменту США.

«Рибар» — це спецпроєкт, який раніше фінансував Євгеній Пригожин. Зараз «Рибар», за даними США, отримує гроші за роботу на держкорпорацію «Ростех», яка перебуває під американськими санкціями.

За даними США, «Рибар» «керує пропагандистськими медіа-каналами #HOLDTHELINE і #STANDWTHTEXAS, щоб просувати політичні інтереси російського уряду в США». Обидва теги, як зазначає The Register, використовують прихильники прореспубліканського голосування в США, а перший з них з’являвся в акаунтах з аудиторією понад один мільйон людей.

Також «Рибар» створив в соцмережі X акаунт «TEXASvsUSA», щоб «використовувати проблему нелегальних іммігрантів, які перетинають кордон Техасу». Дія цього облікового запису призупинено за порушення правил соцмережі. За допомогою цього облікового запису, заявили американські влади, «Рибар» намагався «посіяти розбрат, сприяв соціальним розбіжностям, розпалював міжпартійну і расову ворожнечу, закликав до ненависті і
