Держдума Росії 23 вересня ухвалила в першому читанні законопроект, в якому пропонується заборонити іноземним акціонерам володіти часткою більше 20% у російських засобах масової інформації.

Згідно з документом, іноземна держава, міжнародна організація, іноземна юрособа, російська юрособа з іноземною часткою, іноземний громадянин, особа без громадянства, громадянин Росії з громадянством іншої країни не матимуть права володіти більш ніж 20% статутного капіталу ЗМІ.

Також передбачається заборона непрямого володіння. ЗМІ повинні привести форму власності у відповідність із законом до 1 січня 2017 року. У разі, якщо ЗМІ не виконає вимог закону, його діяльність буде припинена.

Нині в РФ іноземне володіння (не більше 50%) ЗМІ обмежено для ефірних телеканалів і радіостанцій, які мовлять на території, де проживає половина і більше населення Росії, а також газет і журналів накладом у 1 млн примірників і більше.

Генеральний директор медіахолдингу Sanoma Independent Media Жан Еммануель де Вітт вважає, що ухвалення цього закону призведе до того, що кілька тисяч людей втратять роботу в сфері ЗМІ та дистрибуції.

За інформацією видання, частина брендів можуть зовсім піти з Росії, оскільки в міжнародних виданнях політику, зазвичай, визначає власник бренду.

"У цілому я не розумію сенсу цього законопроекту, так як він вдарить, головним чином, по глянцевих журналах, які не пишуть про політику і не просувають західні цінності. Я б розглядав цей законопроект як відповідь Росії на економічні санкції західних країн", – заявив де Вітт.
