Как пишут «Известия», Центробанк может получить широкий круг полномочий по надзору за деятельностью в России рейтинговых агентств и собственно за процедурой присвоения кредитного рейтинга. В частности, ЦБ сможет лишать лицензии рейтинговые агентства, которые "нарушили" методологии присвоения рейтингов. Также агентства будут обязаны согласовывать свои методологии с ЦБ. На этом настаивает Совет Федерации в рамках рассмотрения Госдумой законопроекта «О деятельности рейтинговых агентств», следует из письменной позиции сенаторов, направленной в комитет Думы по финансовому рынку.

Законопроект «О деятельности рейтинговых агентств» (авторами значится группа депутатов) внесен в Госдуму в феврале 2015 года на фоне действий «большой тройки» рейтинговых агентств — Fitch, Moody's и Standard & Poor's. В начале года эти агентства резко понизили суверенные рейтинги России, причем два последних — до «мусорного» уровня («ВВ+»). Такое поведение российские власти расценили как необоснованное и политически ангажированное. По этой причине чиновники уже неоднократно ранее предлагали перестать ориентироваться на действия «большой тройки», а законопроект призван снизить зависимость финсистемы России от политически мотивированных действий международных агентств. К тому же рейтинговые агентства сейчас фактически остаются «вне системы обособленного регулирования, контроля и надзора», отмечается в пояснительной записке к законопроекту.
