Народний депутат від «Слуги народу» Сергій Гривко зареєстрував у Верховній раді законопроєкт, у якому запропонував скорочувати терміни ув'язнених за генерування електроенергії через велогенераційні установки. Депутат повідомив про це у Facebook. Законопроєкт №10057 з’явився на сайті Ради 15 вересня.
«Його концептуальна суть проста. Мотивувати 50 тис в'язнів генерувати електроенергію через велогенараційні установки. Якщо впродовж місяця вони будуть виконувати норми визначені Міністерством Юстиції, то термін ув'язнення зменьшиться на 3 дні, але не більше 10 місяців в рік. Тобто за рік в'язень може зменьшити на 30 днів термін ув'язнення. Що вплине прямо на економію щодо його утримання – приблизно до 8% (до 200 млн гривень)», – описав Гривко суть свого «креативного» законопроєкту.
У пояснювальній записці до законопроєкту йдеться, що установи відбування покарань мають виконувати не лише пряму функцію, а й сприяти виправленню та ресоціалізації засуджених. А важливим елементом у цьому є виконання суспільно корисної діяльності, яка може бути у різних формах. Другий аргумент нардепа – заняття спортом та інша активна фізично-оздоровча діяльність засуджених є «бажаною, корисною і навіть необхідною для їхнього здоров'я».
Допускати ув'язнених до велогенераційної установки Гривко пропонує лише за наявності медичного висновку про те, що немає протипоказань для виконання фізичних вправ. Братимуть участь у такому ув'язнені виключно на добровільній основі.
