Поправки, разработанные МВД и Роскомнадзором, вводят в законодательство определение мессенджеров и предполагают возможность идентификации их пользователей.

Министерство внутренних дел России и Роскомнадзор хотят ввести в законодательство страны определение мессенджеров и обязать их разработчиков предоставлять возможность идентификации пользователей. Об этом пишет во вторник, 24 января, газета "Коммерсант" со ссылкой на соответствующий законопроект.

Согласно этому документу, в закон "О связи" будет добавлено понятие "информационно-коммуникационные сервисы обмена мгновенными сообщениями". Такие сервисы "неразрывно связаны с услугами связи", указано в проекте. Организаторы распространения информации в интернете должны предоставлять программное обеспечение, позволяющее идентифицировать пользователя, цитирует "Коммерсант" текст законопроекта. По данным издания, поправки затронут, в частности, такие приложениями для обмена сообщениями, как WhatsApp, Viber и Telegram.
